Personnel Access System (PAS)
The PAS request must cover all nights of the visit, including weekends, and the start date should align with the actual arrival date. Guests are not permitted to arrive before or remain beyond the dates listed on their PAS request. The PAS should specify 24/7 access to Building 8640 (ORNL Guest House) for the entire stay.
All visitors (U.S. citizens and foreign nationals) must have an approved PAS request, a special event requests, or HSPD-12 badge to enter the Laboratory grounds where the ORNL Guest House is located; and a reservation. The name on the guest(s) reservation must match the name on the photo identification and the PAS request.
IMPORTANT NOTICE OF CHANGE: Beginning April 1, 2023, all delivery drivers (taxi, Uber, Lyft, Door Dash etc.) must be US citizens or non-US citizens with a valid ORNL badge to enter the campus. Those who do not meet this criterion will not be allowed through the security checkpoint. When calling for a taxi (from the airport or the Laboratory), other driver delivery service, or ordering a food delivery, please verify that the driver will be a U.S. citizen or has a valid ORNL badge to prevent delays or entry failures.
Visitor Arrivals: Timing and Procedures
Early or After-Hours Arrival
Visitors arriving either a day early or after regular business hours, with both an approved PAS request and an ORNL Guest House reservation, will be directed to the ORNL Guest House. These visitors must report to the Visitor Center on the next business day to complete badging and obtain building access. Until the badging process is completed, visitors are not permitted to access other campus locations. NOTE: Guests who arrive before 2:00 pm may find their names are not yet on the entry list at the security gate. If this occurs, request that the guard contact the Visitor Center for list updates.
After Hours Work Arrivals
Visitors arriving after business hours with both an approved PAS and ORNL Guest House reservation who will be working outside regular hours will receive a placard with instructions to the Laboratory Shift Superintendent (LSS). The LSS will handle badging and verify completion of Site Access Training (SAT) before the visitor proceeds to the Guest House or work site. Note: Taxis transporting visitors to ORNL may proceed to the LSS if necessary. The Visitor Center and the Foreign National Office (FNO) must be notified whenever after-hours badging is required for work.
Guest House Reservation Requirements and Building Access
Guest House reservations must be made using the guest’s legal name. At the security entrance, visitors must present a photo ID that matches both the name on the PAS request and the Guest House reservation.
For all guests, the host or host division should ensure that 24/7 access to Building 8640 is included in the PAS request for the appropriate dates of the stay.
